That the city's problem of finding low places in which waste and ashes may be dumped is second in magnitude only to the transportation question, was maintained by W. J. Galligan, head of Chicago's department of street and alley cleaning in the Bureau of Streets, speaker at last Thursday's meeting of the Englewood Business Men's Association.
"The Chicago Beautiful Plan," he said, "devotes not one single word to waste disposal. Practically no scientific investigation of the problem has been made."
Mr. Galligan scored the influence that secured the taking over, by the city, of the reduction plant at 39th and Iron sts. According to his figures, the city had a pay roll there in 1924 of $735,000, and by-products of the plant brought in revenue of $330,000, leaving a deficit of $405,000. This in addition to $202,000 which the city invested in purchase of the plant, which has been added to until the plant now represents a $1,000,000 investment.
Previous Cost $45,000 Yearly
"Prior to 1913(?),", said Mr. Galligan, "the city paid a contractor $45,000 annually to dispose of our waste. And the woman who was chiefly responsible for the change is recognized all over the country as an authority on garbage disposal. Which goes to prove that if one obtains the reputation of getting up early, he can sleep until noon."
The purpose of Mr. Galligan's talk was to point out the importance of keeping the streets clean, and the advantages to be realized from co-operation between individuals and local agencies, and the city street cleaning system.
He told how, when he was superintendent in the eighth ward, he had co-operated with the South End Women's Club in the disposition of waste products, and other civic cleanliness moves, which the result that the infant mortality rate in that section was greatly reduced.
Chicago Behind Other Cities
"Chicago does not produce as much garbage as do other cities," the speaker said, "due possibly, to the incinerators individuals have put on their premises. We aim to collect garbage twice weekly in summer, and once each week in winter.
"At the height of the street cleaning season, there are 1,800 white wings at work, 70 ash wagons and 28 bower flushers.
"Chicago will spend $5,000,000 this year in keeping the city clean. New York, with no larger territory, will spend almost $18,000,000 which proves that, although New York has of course, a larger territory Chicago is far behind in her standard of cleanliness.
"A city is only as clean as its people, and this is especially true of neighborhoods. Chicago should be as clean as it is great, and as pure as it is free."
